Full system backup with tar, what should I exclude?

I don't think you need strictly need /root (its usually empty anyway). If you don't have anything in it, you probably don't need /opt either, although I'd still preserve the directory just in case. I'm not sure how SysFS works exactly, but you may not need /sys.
