In regards to Terminator: Sarah Connor Chronicles, is FBI agent James Ellison a terminator?

Perhaps I missed a brief part of the show when I saw the pilot episode and the terminator eyes gazing at a computer screen. I thought it was Ellis, maybe it was not. But why am I under the impression there will be some sort of twist and Ellison will be a terminator or resistance fighter? Any thoughts?
