Why is gas prices going up in CA?

Considering 90% of our gas is drilled off the CA shore with some of the remainder coming from Alaska and all of it refined locally in Carson. What does Lybia have anything to do with it? Regular went up to 4.59/gal and that's straight up robbery. Why does gov allow this gauging? Hurricane in the Gulf of Mexico, price goes up. Scuffle in Egypt or Libia we don't import oil from, price goes up, you'd think local oil would be cheap but all the oil tycoons like the Bushes and Cheeney are billionaires pocketing the loot.
